Begin by painting the blank side of a paper plate with a bright color. Allow time to dry.2. Once dry, make six evenly spaced holes around the outside of the plate using a hole punch. 3. Open a tissue pom so half is round and the other side is flat. Adhere to the painted side of the paper plate. 4. Inflate six balloons of the same design or color. When the balloon is tied off, put the knot through one of the holes in the paper plate. 5. Secure the tail of the balloons to the back side of the paper plate using tape. Repeat these steps to create additional flowers.
